Surveying
Route surveying performed in preparation of Base Map for design of sidewalks along North Cobb Parkway (2780 l.f.), Hicks Road (9100 l.f.) and County Services Parkway (8830 l.f.). SEI obtained right of way plans, deeds, plats and other pertinent information for project planning and for future right of way resolution. SEI utilized survey grade GPS units to establish survey control throughout each route for Vertical (MSL) and horizontal control. These control points were confirmed for accuracy by running a level loop on each route. A robotic total station was utilized to gather the data required for the Base Map. These include; topography, creeks, streams or ditches, storm water and sanitary sewer pipes and associated structures, curb, gutter, pavement, striping, traffic control devices, all above ground visible utilities, property corners, right of way markers and any unusual features. Information gathered was then processed and verified for accuracy, imported into CAD format. Analysis on the right of way was performed and resolved. The Base Map was then provided in Microstation format for our Transportation Department to begin conceptual design.
Transportation Engineering
SEI worked closely with Cobb County DOT and GDOT to design and engineer these roadway enhancements in an effort to improve pedestrian access to CCT transit stops as well as improve connectivity and pedestrian safety. This project consists of adding or improving CCT-approved bus stops & adding 5’ sidewalks along both sides of a ½ mile corridor of North Cobb Parkway from Bells Ferry Road south to the Canton Road Connector. All roadway segments have been designed or redesigned to meet current Cobb County and GDOT roadway standards related to curb, gutter and standard lane widths. The Right-of-Way has also been designed to accommodate the proposed sidewalk and to meet current ADA, Cobb County and GDOT standards. A traffic study was performed for the corridor and signal modifications were considered for the intersections at Bells Ferry and Canton Road Connector. This project was designed according to the GDOT Plan Development Process.
Traffic Engineering
This project consists of adding 24” curb & gutter along both sides of the 1.62 mile corridor of Hicks Road from Frontier Trail to Floyd Oaks Drive and adding 5’ sidewalks along the east side of the thoroughfare. A traffic engineering study and signal design have been completed for the updgrade of the existing signal system at SR 360 (Powder Springs Rd) and County Services Pkwy to provided safe pedestrian crossing across Powder Springs Rd.
Environmental Services
As a necessary function of the planning, design and engineering of this project, SEI also performed the required environmental screening. This project was a State funded TE project subject to regulations outlined in the National Environmental Policy Act (“NEPA”) and/or Georgia Environmental Policy Act (“GEPA”). It was found that no archaeological or historical features would be affected by any segment of the project therefore a Programmatic Categorical Exclusion (PCE) was applied for. SEI also performed a JD and provided regulatory coordination with the U.S. Army Corps of Engineers (“USACE”) to identify and impacts to waters of the U.S. Similarly, SEI also coordinated with the Georgia Environmental Protection Division (“EPD”) to identify and impacts to stream buffers associated with waters of the State.
